Carbon Gap responds to the EU’s public consultation on the 2028–2034 EU Budget (MFF)

As the European Commission prepares the next Multiannual Financial Framework (MFF), Carbon Gap has submitted responses to both the Competitiveness and Performance Evaluation strands of the public consultation — the two most relevant for cleantech and carbon dioxide removal (CDR).

Our submission calls for a step-change in how EU funding supports CDR. We argue that the next MFF — and any future funding instruments such as a European Competitiveness Fund — must:

  • Protect climate ambition through ringfenced spending, and balancing simplification with strategic targeting,
  • Recognise CDR as a strategic priority,
  • Close funding gaps to bring CDR methods from lab to market, and
  • Address structural barriers that prevent access to funding — especially for early-stage and high-potential innovators.
