Call for Evidence on the European Ocean Act

We recently submitted evidence on the European Ocean Act, highlighting the need for a coherent EU approach to marine CDR.

The ocean is a critical but under-developed pillar of Europe’s carbon removal strategy. The EU has the geography, research strength, and infrastructure to lead on marine CDR, but this will require clearer governance, stronger monitoring systems, and coordinated research support. This was outlined in our blog from last September.

Our submission focuses on three priorities:
• a dedicated EU strategy for marine CDR to reduce fragmentation and provide legal clarity
• stronger ocean observation and MRV to ensure credible climate integration
• a coordinated research and innovation agenda to close key research gaps

The Ocean Act is a chance to enable precautionary, science-led development of marine carbon removal while safeguarding marine ecosystems and supporting EU climate goals.
